FiveM does "not" own a valid license, wtf?

I Download the FiveM for the first time, and i make all ok, but, when i try to login, laucher give me an error “Not own a valid license” wtf? my game is ORIGINAL, LEGIT, i play GTA Online normaly, log on social club site normaly, wtf is that error? someone knows how to solved? thanks.

Ps: i reinstall the FiveM 2 times, i close steam, and with steam open, i try restar PC two times, and… nothing happen… same error over and over again, i have Windows 10 Pro x64bits.
i7 3770 + 8gb ram + EVGA GTX 960 4GB SSC
