Did you try to delete your local GTA V mods and then trying again? Since the dlc.rpf error you’re getting has something to do with your local GTA V installation.
After deleting mods, I’d suggest you to check game file integrity through Steam to make sure your GTA V installation isn’t causing any other crash.
I don’t think i have any mods installed, i downloaded some things required for the server but that’s it.
I’ve also verified it via steam with no change.
Do you have an active anti virus enabled? If so try disabling it (this doesn’t always fully disable and you might need to add FiveM.exe and the directory as an exception to your anti virus program).
