Also add what you already tried so far.
Reinstalling GTA V and FiveM alot of times like 1000x times and deleteing everyting in the regestriy and everything in %appdata%

Deleted caches.xml and %localappdata%\DigitalEntitlements and start FiveM again. See if that helps.
