What did you do to get this issue? I used OpenIV to change a siren audio file in the RESIDENT.rpf/vehicles.awc file. I made sure that its file size is small enough and that the file uses 16-bit WAV and only mono channels.
Before that I used a modified RESIDENT.rpf file, which I didn’t modify, but worked perfectly

Did you try to disable/uninstall your Anti-virus? Yes.
Also add what you already tried so far:
I tried putting the modified RESIDENT.rpf in both, the GTAV mods folder (OpenIV) and in the FiveM Application Data mods folder. However, when I used the the normal unmodified RESIDENT.rpf in the normal folder (x64/audio/sfx), then it would only load that. When I replaced the file with the modified one, FiveM would crash with the error message when starting.
HOWEVER, if I normally start GTA V through Steam or OpenIV, then the game doesn’t crash and correctly loads the modified RESIDENT.rpf file.
