FiveM crashes at startup - dxgi.dll + adhesive.dll - cannot install - GTA V Legacy

What is the issue you’re having?

FiveM crashes immediately at startup with dxgi.dll and adhesive.dll errors. FiveM never finishes installing and never asks me to browse my GTA V folder. Crash report ID: si-cdb330b99f294f4aa871d5ef7cd011ba

What have you tried already to fix the issue?

Reinstalled FiveM multiple times, reinstalled GTA V Legacy via Rockstar Games Launcher, deleted all FiveM and Rockstar Games folders in AppData, created GTAVInstallDir.txt manually pointing to GTA V Legacy folder, reinstalled Rockstar Games Launcher from scratch.

What server did you get this issue on?

N/A - cannot even launch FiveM
