FiveM Could not validate game ownership

Title: Could not validate game ownership even though Rockstar confirms my GTA V Steam entitlement

Hello,

I’m having an issue with FiveM that I haven’t been able to fix after trying many different solutions.

My setup:

  • Windows 11
  • GTA V purchased directly from Steam (not a key)
  • Latest version of FiveM: 2.0.0.33206
  • Rockstar Games Launcher installed normally
  • GTA V Legacy launches and works correctly
  • I can play Story Mode without any issues (already completed the first mission).

The error:

Could not validate game ownership!
If you are running this as administrator, please launch it as regular user.

I am NOT running FiveM as Administrator. I have also confirmed that compatibility settings are not forcing it to run as Administrator.

Things I have already tried:

  • Verified GTA V game files through Steam.
  • Reinstalled GTA V Legacy.
  • Removed GTA V Enhanced.
  • Reinstalled FiveM.
  • Signed out and back into Steam and Rockstar Games Launcher.
  • Launched GTA V Story Mode before opening FiveM.
  • Restarted my PC multiple times.
  • Confirmed that Steam and Rockstar are using the correct account.
  • Only one drive exists on my PC (Drive C:).

Important log information:

The FiveM log shows that Rockstar successfully validates my ownership:

Found matching entitlement for Access to Grand Theft Auto V for PC - creating token.
Found matching entitlement for Access to Grand Theft Auto V for PC Steam - creating token.

Immediately after that, FiveM reports:

Error: Could not validate game ownership!

This seems contradictory because the entitlement is successfully found before the error occurs.

Does anyone know what could cause this, or is this a known issue with the current version of FiveM?

Any help would be greatly appreciated.
