You don’t have a clean install of GTAV. Try uninstalling GTAV, removing all remaining files/folders, then reinstalling.

Try going to Steam --> Right click on Grand Theft Auto V --> Properties --> Local Files --> Verify Integrity. See if that works. Thanks, Cameron
