Did you try to delete caches.xml and try again? - No

System specifications - Gtx 1060 6GB i5-7500 8GB Ram.
What did you do to get this issue? - Nothing
What server did you get this issue on? - None, got it while installing the launcher.
CitizenFX.log file - Cannot post because the launcher didnt install correctly so the file was not created
.dmp files/report IDs - Have none.

From what I have heard, using a vpn/proxy may help as there are blocked dependencies from other countries. I personally use https://www.betternet.co/
