Did you try to disable/uninstall your Anti-virus? Yes

Also add what you already tried so far. I tried Deleting caches.xml and rebooting pc, and it won’t let me uninstall it I just want it to work

It may be because you don’t have a clean installation of GTA and have modified files (I see a mods folder and OpenIV).

Remove all GTA mods and verify your GTA files http://rsg.ms/verify

Still the same, I did a fresh installation and it is still the same error and before that I deleted the mods, removed open iv, and verify’d they files.
