Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far.

-repeatedly tried to run fivem.exe
-cleared all previous mods and “mod look alike” files in GTA folder and verified data with steam
-looked up v8.dll files in system32, nothing there
-additional error information
