Try removing your priv folder in the cache folder

Also mods in your gta5 folder can cause issues to FiveM

Was thinking the mods could I will try and uninstall some of them now and see if it works.

Your windows user permissions, juding by “could not lock file” looks like something either got wrong or an issue with permissions (or antivirus)
