Failed to getinfo server after 3 attempts error

Basically, my friend is hosting a server on a Windows Server, when he hosts it via his PC it works fine but when transferred to the Server it comes up with Failed to getinfo server after 3 attempts for anyone but him. Portforward works, no firewall… please help
