Also add what you already tried so far.
Switched keyboards, Restarted Computer, other ppl in game can use their F1 key to bring up menu

F1 key to bring up menu

Not a FiveM issue. Ask your server what control they have the menu using. Then, see what you’ve bound the control to, and press that.

By default, INPUT_REPLAY_START_STOP_RECORDING is bound to F1 so, try pressing the key you have bound to the control
