F1 Button not working to open menus (f2 to Noclip neither)

My issue is, that any server i join with a serversided menu, opening their menu with F1 doesnt work, nor F2 to noclip. i have deinstalled FiveM Completely 2 times already does not seem to work. using the vMenu with F1 doesnt work but opening it with M does. Anyone have suggestions?

Did you try to delete caches.xml and try again? yes

This is not a fivem related issue, fivem does not come with this feature out of the box its a mod you got to install, so ask the people of whatever mod you are using for assistance.
