While in the dev process my crew was looking for a eup this eup was not as they were looking for and we don’t need the eup (the only reason we paid the 17.00$) I was wondering if a refund could be issued.

Contact Patreon, as they handle all the payments. Posting on this forum is not helpful in any way to your situation.
Patreon has nothing to do with the EUP package you got disappointed with, you paid for the feature to stream custom clothes, you can just find a different EUP package or make your own clothes.
I am not an official but I wouldn’t have high hopes for a refund in your case.
