[ESX] Script to lock npc vehicles

Very well guys, I need your help!
I need a script that locks all NPC vehicles with 1 to 4% chance of stealing a car!

The script that I got him unfortunately locks up the vehicle from our players who pick up their vehicles in the garage and can not unlock.

Heres a Lock System released.
Not sure if you can adjust the unlocked rate, however, unlocking/locking works fine.
