What is the issue you’re having?
Hello,
I’m experiencing an issue where FiveM fails with the following error immediately after launch:
“Could not validate game ownership! If you are running this as administrator, please launch it as regular user.”
This occurs before I can access the FiveM main menu.
My setup
Windows 11 Home 25H2 (Build 26200.8875)
GTA V Legacy purchased directly through Steam
Rockstar Games Launcher installed from the official Rockstar website
Official FiveM client downloaded from https://fivem.net
Steam and Rockstar Launcher are both running under the same Windows user account
What I’ve already verified
GTA V Legacy launches normally from Steam.
Steam recognizes that I’m playing GTA V Legacy.
Rockstar Games Launcher signs in successfully.
The Rockstar account is the original account that has always been linked to my Steam copy of GTA V.
Steam account is the original account that purchased GTA V.
Steam, Rockstar Launcher, and FiveM are not running as Administrator.
Steam Overlay is enabled.
Steam registry entries are present and correct.
GTA V installation has been verified through Steam.
FiveM has been completely reinstalled.
Rockstar Games Launcher and Rockstar Games Social Club have both been completely uninstalled and reinstalled.
FiveM cache has been deleted.
GTA V launches successfully outside of FiveM.
Log information
The attached log shows that FiveM successfully:
Detects the Rockstar Launcher.
Authenticates my Rockstar account.
Validates my Rockstar entitlement.
Detects my Steam entitlement.
Finds both:
Access to Grand Theft Auto V for PC
Access to Grand Theft Auto V for PC Steam
Immediately afterward it fails with:
Could not validate game ownership!
The ownership validation appears to fail after both Rockstar and Steam entitlements have already been successfully validated.
Could someone please review the logs and determine why the final ownership validation is failing?

used chat gpt, youtube videos and looked on reddit, i tried going though on my own but nothings working
