Yes , I Try to disable windows defender
Did you start Rockstar Games Launcher not as admin?
Start as an admin

Also add what you already tried so far.
Disabling my VPN,
But since rockstar has been blocked on my place, I got a new error of failing to connect to rockstar games, so I enabled it again.

Disabling Firewall - The same result, failed to sign in " Error signing in - try again later
Also I use VPN from mullvad.net provider.
