You sure you copied everything correctly from the Five M artefacts server: https://runtime.fivem.net/artifacts/fivem/build_server_windows/master/.
Remember you have to copy everything and not only the Citizen folder.
if I even paste the .zip into the FXServer folder and unzip it there, replace everything and delete the .zip @ThatGuyJacobee
also update essentialmode but not fixed it
