I solved it!!! For me it was my anti-virus. I have f-secure and it has both anti-virus and surfprotection for internet and i tried to disable the internet too now and it worked!!
What I recommend is you go on your browser, and you put https://runtime.fivem.net/client/prod/content/fivereborn/citizen/ui/jquery.mustache.js into your URL bar, and see if you recieve an NGINX 403 access denied or Forbidden access error, if not, then check your firewall is accepting all connections made to and from their website (https://runtime.fivem.net/*) by FiveM, if it does give an access denied message in your browser, then it is likely that the file is being updated by CitizenFX themselves or it has been corrupted.
Yeah my antivirus was blocking my acces to that site on Chrome thanks for the help.
