Add FiveM folder to the white-list of Windows Defender.
Delete caches.xml.
Reinstall FiveM.
Use Shdowsocks.
Download GTA_V_Patch_1_0_1103_2.exe manually, use Apache and hosts to redirect https://runtime.fivem.net/patches/GTA_V_Patch_1_0_1103_2.exe to the patch file on my disk.
