Up to date? It Would Be Yes
Legit or Pirate copy? Legit
Steam/CD/Social Club? Social Club
Windows version? 10
Did you try to delete caches.xml and try again? I Deleted Everything Related To GTA V

What did you do to get this issue? Trying To Verify Files After Failing to Install A Mod. [ Opening The Launcher ]
What server did you get this issue on? None.

Did you try to disable/uninstall your Anti-virus? Yes.

Also, add what you already tried so far.
I changed my DNS, I ran the following commands in CMD, ipconfig/flushdns And netsh winsock reset I redownloaded the setup, used a new windows user, used a VPN.

NVM i found a fix, all you need to do is Search Rockstar in This PC and delete everything there to Fix This, Sorry For Making A Post About It Before Doing That ( i did not know that at the time ) i hope it can help someone…
