System specifications i3-4130 8bg ram 750Ti, (allways gta works)

Did you try to disable/uninstall your Anti-virus? No antivirus.

Also add what you already tried so far.

I istall AIO dll packs. System reinstall, gta reinstall, verification files ( on steam ). installing all from windows assistance packs etc. Gta on steam stop work too, i play at night, off comp., run and i have this problem.
