Run the gta5m.exe installation file from the site.
What server did you get this issue on?

File doesn’t exist (Neither in Local nor Roaming
.dmp files/report IDs

Also add what you already tried so far.

Disabled anti-virus
Run as Admin
Remove all files and reinstalling

Got it fixed!
Somehow my Antivirus was still blocking the direct download link so i had to allow it first
