F4 to open the menu instead of typing the command /eup.
That is too complicated for my knowledge right now, maybe look at scripts that open up menus and see the code?, i am going to start learning coding and shit soon just bit busy with exams.

So am i correct to say, that for this to work on a FXServer you need to have ECA? other wise server side dosnt work?

You wont need to do any of that, all you do is set up to stream just as any other resource, ingame you do /eup a menu comes up with different departments, lspd, lssd, sahp etc…
Im have everything set up properly dont have /eup in game comand neither the f4 opens
