I fixed this by forcing a lower build version then disabling NUI Gpu lag thingy in the settings then going back to the most resent update, Seems to be an issue with the latest update

Fixed this by uninstalling FiveM and then going to C:\Users\username\AppData and in the top right search bar look for FiveM and deleteing the files and folders that came up believe it was CitizenFX and it had the file for FiveM.cfg file thats whats keeping you from opening the game.

I fixed this by updating my NVIDIA Graphics Drivers
