Did you try to disable/uninstall your Anti-virus? no
Also add what you already tried so far.
When i get into a game everything looks perfectly fine, amazing even. But when i go into a populated area i get major texture loss and a notification at the bottom right hand corner labeled Down loading assets. When i get away from everyone and do my own thing this goes away and the game runs perfectly. What is the problem?
