server.cfg:
sets sv_pureLevel 2 → for harsh mode (no client-sided mods allowed at all)
sets sv_pureLevel 1 → for light mode (only specific, Cfx-approved graphics mods are allowed, and client-side sound modifications)
sets sv_pureLevel 0 → no restrictions (as usual)
