I get the server, but when I enter it remains a loading screen and does not enter.

But from eyeballing it looks like you are immediately stopping sessionmanager and webadmin rather than using “ensure” to start them.
Do you have any client side errors when you press F8 during the load process?

Very close. He’s just not starting the default resources required for RedM (or any at all for that matter ) as described in the tutorial you linked

Change the server configuration to the one in the guide:
Launch comand:
cd S:\MyRedMServer\server-files
run.cmd +exec S:\MyRedMServer\server-data\server.cfg +set gamename rdr3

Follow the tutorial that was linked.
cd S:\MyRedMServer\server-files
run.cmd +exec S:\MyRedMServer\server-data\server.cfg +set gamename rdr3
This is WRONG. You are doing the reverse of what you’re supposed to do. Again, read the How to setup a RedM Server tutorial
