Does KEY have a limit for custom things?

I bought the key for 15$, for my roleplay server (FiveM).
I am putting my pack of clothes and some shirts or hairs do not appear at 100%. I mean that only 60 of the 100 appear in the menu, for example…
I wanted to know if the problem come from me or is the key, or maybe it has a limit to add items.
