Does anyone know how to fix this car color issue?

Whenever is cloudy or foggy my cars have this washed out look. Does anyone know what graphic setting i need to change to fix this? I’ve fixed it in the past but cant remember what needs to be changed…

Up to date? Yes
Legit or Pirate copy? Legal
Steam/CD/Social Club? CD and Social Club
Windows version? 10
Did you try to delete caches.xml and try again? yes

What did you do to get this issue? change the weather
What server did you get this issue on? any one im on
