No, you can freely download the server files and start a server.

Hey,
to start a basic server you dont need any money.
You can simply setup a server on your local computer. Setting up a server - Cfx.re Docs (fivem.net)
But you wont stand long. Your server will get offline when your computer is getting offline and the performance wont be the best.
But you can already find good Servers for like under 5$. Just Search in the Internet :slight_smile:
