Did you try to disable/uninstall your Anti-virus? Yes.

Also add what you already tried so far. Nothing really as I don’t use FiveM that much and don’t really know how it works.

If you have the steam version of gta, then use the repair function.
If not I’ll link here another topic, read through it and make sure to follow each step.

I fixed it I had to run it in “Windows 7 Compatibility Mode” for it to function.
