Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far.

Try a clean game copy/not playing in fullscreen/not alt-tabbing/removing client-side mods (you have a lot of plugins and files in citizen/common/)

In fact, if playing in borderless window doesn’t help fix this, try resetting the game graphics settings (rename Documents\Rockstar Games\GTA V\settings.xml to something else, temporarily, if this fixes this issue, please upload said settings file!).

Since, he said there were so many plugins and stuff in citizen/common I just re-installed FiveM (which for me isn’t an issue).
