Did you try to disable/uninstall your Anti-virus? yes

Tried reinstalling FiveM, runing as admin ( that made me feel stupid but also it was kinda funny), compatibility mode, disbling firewall although it was on whitelist, tried to find what that error in handshake appearing just before crash means ( had no luck thats why I am here)

Update your GPU drivers (specifically Intel).

yeah I had it disabled, because it was causing some trouble as I am new to win 10 and having a desktop PC I did not know how to force it to run games on the Nvidia. The Crew 2 was having serious performance issues, because it was forcing intel GPU, so I did the easy solution and disabled it.
I would never ever figured out it could be a source of any problem with FiveM. Just enabled the intel GPU and it works fine.
