Did you try to disable/uninstall your Anti-virus? Disabled both Avast and Windows Firewall although exmeptions were already in place for FiveM.exe, Server IP and Port
Also add what you already tried so far.
- Deleted the cache
- Reinstalled FiveM
- Reinstalled GTA
- Cleared server cache
- Restarted server
- Updated server
- Port forwarded on client and server
- Added exemptions for FiveM.exe, Server IP and Port
Effectively whenever I try and join the server I get stuck on “Downloading spawnmanager.” and in the CitizenFX. log I get “GlobalError: Couldn’t load resource packfile for spawnmanager.”
Any help would be greatly appreciated
