Could not validate game ownership - Steam GTA V Legacy (Everything already tested)

Steam version of GTA V Legacy.

Fresh Windows 11 Pro installation.

GTA V launches normally from Steam.

Rockstar account is correctly linked.

The same Steam/Rockstar account works on another PC.

On this PC FiveM detects valid Steam and Rockstar entitlements but always fails with:

“Could not validate game ownership!”

Already tested:

  • SFC /scannow
  • DISM RestoreHealth
  • Verified GTA V files
  • Reinstalled Rockstar Games Launcher
  • Reinstalled FiveM
  • Cleared FiveM cache
  • Different network
  • Latest BIOS
  • Latest ASUS drivers
  • Windows Defender only
  • No VPN
  • Hyper-V disabled

CitizenFX.log shows:

  • Valid entitlement block
  • Found matching entitlement for Access to Grand Theft Auto V
  • Found matching entitlement for Access to Grand Theft Auto V Steam
  • Could not validate game ownership

Any help would be appreciated.

Hi, some people reported that this helped them:

Press the Windows key and R on your keyboard. This should open the Run box. In it, type in notepad %localappdata%\FiveM\FiveM.app\CitizenFX.ini and press OK.

This should open a Notepad document. If you see a line containing UpdateChannel=, delete it. Then at the bottom of the file add UpdateChannel=canary . Press Ctrl+S to save the file and try FiveM again.
