What is the issue you’re having?
FiveM fails to launch with “Could not validate game ownership! If you are running this as administrator, please launch it as regular user.” This happens only with the GTA V Legacy version — the Enhanced version launches FiveM successfully without issue.
The log shows both entitlements found successfully right before the crash:
Found matching entitlement for Access to Grand Theft Auto V for PC - creating token.
Found matching entitlement for Access to Grand Theft Auto V for PC Steam - creating token.
Error: Could not validate game ownership!
I also noticed the machine hash from MTL is different on every single launch (4 attempts, 4 different hashes, only the middle segment stays consistent). This matches what was reported in another thread here: Rotating machine hash — ownership validates on server but token step always fails
What have you tried already to fix the issue?
Confirmed not running as administrator
Cleared FiveM cache
Verified GTA V files via Steam
Reinstalled FiveM
Tested both Production and Canary release channels — identical failure on both
Confirmed Steam and Rockstar accounts are correctly linked (checked in Social Club)
Confirmed Enhanced version works fine, only Legacy fails
What server did you get this issue on?
N/A — fails before connecting to any server, during ownership validation at launch.
