What is the issue you’re having?
Hello,
I am experiencing an issue with FiveM after reinstalling Windows 10.
I own a legitimate copy of GTA V Legacy purchased on Steam.
GTA V Story Mode works normally.
GTA Online works normally.
Steam is running and logged in.
Rockstar Games Launcher is running and logged into the correct Rockstar account.
Rockstar Games Library Service is running.
The issue only occurs in FiveM.
FiveM starts normally, checks for updates, loads correctly and begins connecting to a server. However, just before entering the server, it always displays the following error:
“Could not validate game ownership! If you are running this as administrator, please launch it as regular user.”
The problem started only after reinstalling Windows 10.
What have you tried already to fix the issue?
- Reinstalled FiveM
- Reinstalled GTA V
- Reinstalled Rockstar Games Launcher
- Verified GTA V files through Steam
- Cleared the FiveM cache
- Restarted the PC
- Confirmed Steam, Rockstar Launcher and FiveM are NOT running as Administrator
- Confirmed Rockstar Launcher recognizes GTA V Legacy
- GTA Online works normally
- Story Mode works normally
What server did you get this issue on?
Any server. The error happens before joining any server.

Additional comments
Before reinstalling Windows, FiveM worked perfectly on this same PC with the same Steam, Rockstar Games and Cfx.re accounts.
My previous Windows installation became corrupted, so I had to reinstall Windows 10 Pro using an official Microsoft installation media.
Since reinstalling Windows, GTA V Story Mode and GTA Online still work normally, but FiveM always shows “Could not validate game ownership” before joining any server.
Nothing else has changed except the Windows reinstallation.
