Could not validate game ownership although GTA Online works

What is the issue you’re having?

hello,

I have GTA V purchased on Steam.
GTA Online works normally.
Rockstar Games Launcher is installed and signed in.

FiveM detects my entitlement correctly (the log contains “Found matching entitlement for Access to Grand Theft Auto V for PC Steam”), but immediately afterwards it fails with:

“Could not validate game ownership! If you are running this as administrator, please launch it as regular user.”

What have you tried already to fix the issue?

Reinstalled FiveM
Reinstalled Rockstar Games Launcher
Verified GTA V files in Steam
Repaired Microsoft Visual C++ Redistributables
Confirmed GTA Online works
Confirmed FiveM is not running as administrator

What server did you get this issue on?

None. FiveM crashes before I can join any server.

I have owned GTA V on Steam for a long time and FiveM worked before I reset my PC.

After resetting Windows, GTA V and GTA Online still work normally, but FiveM always fails with:

“Could not validate game ownership! If you are running this as administrator, please launch it as regular user.”

I have already tried:

  • Reinstalled FiveM
  • Reinstalled Rockstar Games Launcher
  • Verified GTA V files in Steam
  • Repaired Microsoft Visual C++ Redistributables (x64 and x86)
  • Confirmed GTA Online works normally
  • Confirmed FiveM is not running as administrator

The FiveM log shows that my GTA V Steam entitlement is detected successfully, but the ownership validation still fails afterwards.
