Could not validate game ownership after successful Steam/Rockstar entitlement validation

What is the issue you’re having?

Hello,

I’m unable to start FiveM because it always exits with:

Could not validate game ownership!
If you are running this as administrator, please launch it as regular user.

What have you tried already to fix the issue?

Reinstalled GTA V
Reinstalled FiveM
Reinstalled Rockstar Games Launcher
Deleted FiveM cache
Deleted %localappdata%\FiveM
Started GTA V before launching FiveM
Verified GTA files through Steam
Disabled all overlays
Gaming Services installed and working
No antivirus installed
No Cheat Engine
No Process Hacker
No x64dbg
No ReClass
No debugger software

What server did you get this issue on?

No server. The issue occurs before the server browser opens. FiveM authenticates with Rockstar Games Launcher successfully, validates Steam/Rockstar entitlements, then immediately shows “Could not validate game ownership!” and exits.

Additional comments

FiveM successfully detects my Steam installation and Rockstar Games Launcher.

The logs show that Steam and Rockstar entitlements are validated successfully before the launcher displays:

“Could not validate game ownership!”

GTA V launches normally through Steam and Rockstar Games Launcher.

The issue occurs before the FiveM server browser opens.
Multiple crash dumps and logs are attached.
