I have cracked win8 not sure if its the problem, but i have reinstalled VC redistributeable for visual studio 2015 x86 and 64bit multiple times.

Up to date? Yes
Legit or Pirate copy? Legit
Steam/CD/Social Club? Social Club
Windows version? Windows 8

have the exact same issue. tried fresh install of the VC redistributal and then fresh install of five reborn and no luck. on windows 7 64 bit
Both of you, try and update the operating system?
Also, is Visual C++ Redistributable successfully installed or the setup fails?
Delete your VC Redistributable - reinstall it.
@Tusticles setup is always successful when I try to install it. it never fails. also tried uninstalling and reinstalling multiple times. will try updating the OS and report back.
i updated windows 7 to the latest possible copy using windows update. still have the “Could not load CitizenGame.dll.” error message pop up. reinstalled vc redistributeable and same issue

found solution for myself. download the x64 package, not x86. uninstall x86 package and install x64. works fine now, ty for help everyone
