Hi everyone i want a bit of education on these new rules about IRL cars. if the car gets fully debadged is that still a coppyright issue

Yes they stated this about de-badged vehicles also
de-badging a vehicle is not enough the design is still trademarked and copyrighted by the company and IP it is from.
