Also add what you already tried so far. – reinstalled FiveM AND GTAV completely. Rebooted, etc=.

Any help would be appreciated.

Do you have ShadowPlay enabled? If so, disable it or put your game into windowed mode if you need it.

Sadly I have the same problem … dont have shadowplay (Radeon card) and Window mode doesnt help.

Disabling shadowplay fixed it for me. I appreciate it.
