Failed handshake to server [IP Goes here] - WinHttpReceiveResponse failed with error code ERROR_WINHTTP_TIMEOUT

Have been trying to connect to a server that is unlisted some friends of mine have told me to try to restart my computer to fix it but that does not work, i have also reinstalled everything with no luck.

just keep trying to join it it will work eventually
