Config for vMenu is not working!

my server is complete except for the vmenu config, i have went through all lines of code and nothing i do works, please help

Did you add exec permissions.cfg to your server.cfg ?

No , would I just do

start permissions.cfg?

No just put exec permissions.cfg before vMenu

in the server .cfg? for instance

start (map)
exec permissions.cfg
start vMenu
