Cleared cache now just get "Connecting downloading content" but never goes away

I completely reinstalled fivem

i3-6100, RX 580, 16GB DDR4
Server was acting up, so I cleared cache as suggested, everything but the Game file

I have the same issue, I’ve tried about everything and it still won’t load me in a server like CAROLINA STATE. Pls someone help us.
