Did you try to disable/uninstall your Anti-virus?
Also add what you already tried so far.
Whenever I try to open fivem.net in any browser it shows the timed out message.
And then when I try to open the software this is what I get.
This is only happening on my router or internet connection and not others.

perhaps try disabling your virus scanner or turn off any vpn’s or proxies you may have and see if it continues.
