Chat msg to SteamID

How would I make it so when one were to type a command followed by a message >> (/example MSG) It would only show the message (in lets say red orange text) for the person that entered it and any SteamID (admin)? Trying to make it so admins can only see these messages.

Someone released admin chat in releases, have a look at that :wink:

Would it not be done entirely different as is es

That one works with es? Atleast that is what the author says.
