Can't use Menus + Can't Move Cursor

I can’t Look around in fivem by moving my mouse around. I have tried alot of things as mentioned below.
Another issue i experience is that i can open menus but after that i can’t use the menu, for example opening my inventory then pressing a item to drop it wont work. (i wont get to the stage where it shows the drop section…)

GTA V version? Latest, Installed as of 2019-06-11
Up to date? Yes.
Legit or Pirate copy? Nope.
Steam/CD/Social Club? SC
Windows version? 1803
Did you try to delete caches.xml and try again? Yes.
Error screenshot (if any) None.
System specifications Nvidia 1050 4gb. Xeon X5650 2.67 ghz
What did you do to get this issue? Nothing, Happend after PC restart (and server restart ofc)
What server did you get this issue on? My own local host server, No console errors etc. Everything should be fine with the server.

I have tried Changing the cursor mode thing to Windowed, rawinput, directiinput etc.
& i tried to. restarted server, reinstalled fivem & gtav.
